Resolution regarding CBSE examination fees

सीबीएसई ने 2019-20 में कक्षा 9वीं और 12वीं के छात्रों की परीक्षा शुल्क में ज़बरदस्त वृद्धि की थी। यदि छात्रों को 2014-15 में 125 / 250 रु का भुगतान करना था, तो 2020-21 में उनसे 1500+ रुपये मांगे गए। SC / ST पृष्ठभूमि के छात्रों के लिए यह फीस 50 रु (2017-18) से बढ़ाकर 1200 रु कर दी गई। इस साल वैसे ही लोग 'कोरोना-लॉकडाउन' से उपजे वित्तीय संकट से ग्रस्त थे, ख़ासकर मजदूर वर्ग के परिवार और सरकारी स्कूलों में पढ़ने वाले उनके बच्चे। ऐसे में इस फ़ीस वृद्धि ने उनकी क़मर ही तोड़ दी। बिगड़ी स्थिति के बावजूद, इस साल न तो राज्य या केंद्र सरकार ने छात्रों को कोई रियायत/सहायता दी और न ही फ़ीस माफ़ की। नतीजतन, परिवारों को अपने बच्चों का साल बचाने के लिए अपनी सूक्ष्म पूँजी तोड़नी पड़ी, पैसे उधार लेने पड़े, सामान गिरवी रखना पड़ा आदि । यह शर्मनाक है कि दिल्ली सरकार को 'जरूरतमंद बच्चों' को निजी दान के सहारे छोड़ना स्वीकार था लेकिन उनकी फ़ीस का भुगतान करना नहीं। वहीं सीबीएसई और केंद्र सरकार के शिक्षा मंत्रालय ने इस मुद्दे पर एक उदासीन व आपराधिक चुप्पी बनाई हुई है। इस सबके बीच छात्रों, अभिभावकों, शिक्षकों और अन्य लोगों का सड़कों पर संघर्ष जारी है ताकि शिक्षा का अधिकार सुरक्षित रहे। कम-से-कम दो संस्थाओं द्वारा इस लड़ाई को अदालत तक भी ले जाया गया है। हालाँकि कोई अंतिम फ़ैसला नहीं आया है, मामला अदालत में विचाराधीन है। नई राष्ट्रीय शिक्षा नीति 2020 की घोषणा के 2 महीने के भीतर सीबीएसई ने यह फ़रमान जारी किया, यानी कि इस नीति में ऐसा कुछ नहीं है जो बढ़ती फ़ीसों पर रोक लगाए। जब इस नीति ने अनिवार्य और निःशुल्क शिक्षा का दायरा ही नहीं बढ़ाया, तो फ़िर इसने अधिकतम/बहुजन बच्चों के लिए किया क्या? असल में इस नीति ने फ़ीस लगाने और बढ़ाने का रास्ता साफ़ ही किया है। 

 हम, अधोहस्ताक्षरी, 10 नवंबर 2020 को संयुक्त रूप से आयोजित गोष्ठी में प्रस्तुत इस प्रस्ताव को शिक्षा मंत्री (भारत सरकार), दिल्ली के शिक्षा मंत्री और अध्यक्ष, सीबीएसई को सौंपे जाने के लिए सर्वसम्मति से पारित कर रहे हैं- 

 1. सीबीएसई द्वारा इकट्ठा की गई 2020-21 परीक्षा फ़ीस एक महीने के भीतर सभी छात्रों को वापस की जाए.

 2. किसी भी छात्र को फ़ीस भुगतान नहीं करने के आधार पर परीक्षा में बैठने के अवसर से वंचित नहीं किया जाए.  3. भारत सरकार और राज्य सरकार ऐसा कानून बनाए जो 12वीं कक्षा तक की मुफ़्त शिक्षा को सुनिश्चित करे. 

4. जब तक इस ऐसा कानून लागू नहीं हो जाता, तब तक किसी भी बच्चे से 12वीं कक्षा तक, सीबीएसई फ़ीस सहित, कोई फ़ीस न ली जाए.

 It is to be noted that CBSE had increased examination fees for Class X & XII students manifold in 2019-20. If students had to pay Rs.125/250 in 2014-15, they were made to pay Rs 1500 in 2020-21. For students from SC/ST backgrounds, this fees was increased from Rs 50 in 2017-18 to Rs 1200 in 2020-21. Given the 'corona-lockdown' financial emergency being faced by the people this year, with much more severe implications for the working class families and their children studying in government schools, this fee hike has proved back-breaking. Irrespective of the worsened situation this year, no fee waiver, relief or support was provided to students by the State or Central government this year. As a result, families have pawned their belongings and borrowed money to pay the fees or children have suffered losing an year. It is shameful that Delhi government has asked schools to accept private donations for 'needy children' unable to pay their fees and the CBSE/MoE(GoI) has maintained a studied and indifferent silence on the issue. Students, parents, teachers and others continue to fight on roads against this blatant attack on the right to education of children. At least two organisations have taken the matter to court. Though no final decision has come yet, the matter is under the consideration of the court. Within 2 months of the declaration of National Education Policy 2020, CBSE issued this decree, which means that there is nothing in this policy to curb the problem of rising fees. If this policy couldn't extend the scope of compulsory and free education to all students, then what did it do worth mentioning for the children from working class/Bahujan backgrounds? Indeed, what this policy does is clear the path for charging and increasing fees. 

We, the undersigned, are passing this unanimous resolution, which was placed before the house in a co-organised webinar on 10th November 2020, to be submitted to the Minister of Education (GoI), Delhi Education Minister and Chairperson CBSE. 

 1. CBSE exam fees collected for 2020-21 should be returned to all the students within a month.

 2. No student should be denied an opportunity to appear in exams on the grounds of non-payment of fees at any level. 

3. GoI and state government should enact a law guaranteeing free education for all children upto Class XII. 

 4. Till such a law is brought into action, no fees, including for CBSE exams, should be charged from any child till class 12.
